Socio-economic efficiency of cross-border cooperation of Ukraine in terms of European integration.

In the first chapter “Methodological bases of the study of socio-economic efficiency of cross-border cooperation” the aims, functions and importance of CBC in the socio-economic development of border regions are defined, the existing scientific and methodical approaches to the evaluation of CBC are generalized, and the interpretation of the concept of its socioeconomic efficiency is given. The legal framework, organizational and financial provision of CBC in Ukraine and in the EU member states are systematized, as well as the strategic approaches of the EU to the implementation of the cross-border cooperation with Ukraine are analyzed.
In the second chapter “Assessment of the socio-economic efficiency of cross-border cooperation in terms of European integration” the present state of socio-economic efficiency was studied, the theoretical and methodological approach to evaluation was proposed and an econometric analysis of the basic indicators of socio-economic development of the Ukrainian-Polish and Polish-German CBC was conducted by study of the basic indicators of cross-border convergence detecting the relationship between the volumes of GRP, the levels of unemployment and wages in the participating in CBC regions, as well as structural transformation under the influence of CBC programs' funds by calculation relationship between the volume of attracted CBC grant assistance on the one hand, and FDI and foreign trade turnover with the neighboring countries in frames of CBC on the other hand.
The third chapter “Priorities for increasing the socio-economic efficiency of crossborder cooperation of Ukraine in terms of European integration” outlines the main directions and organizational and economic mechanisms for increasing the socioeconomic efficiency of the CBC of Ukraine. On the basis of the analysis, the following organizational and institutional directions of improving the socio-economic efficiency of the TCS of the regions of Ukraine and the EU member states are identified: simplification of customs procedures, bringing the border traffic servicing and export-import operations to the EU member states standards; counteracting the shadow frontier trade, facilitating the creation of border trade and logistics centers; improvement of investment climate and counteraction to administrative barriers; tax incentives for small and medium enterprises; decentralization of state management and financing of CBC programs; ensuring co-financing of joint crossborder projects; strengthening control over the use of financial resources in frames of CBC projects; improvement of information support of CBC; development of transport and logistics infrastructure in the border regions; elimination of stereotypes and negative historical experience of the inhabitants of the border regions.
